Job Description:
The Defense Group at Leidos is seeking an experienced Program Manager to provide executive leadership and oversight of a large multi- billion dollar program.
This individual is responsible for planning, organizing, securing and managing resources to bring about the successful completion program supporting customer goals and objectives - ensuring that all programs run within scope, time, and budget constraints.
Direct the activities functional leaders, subcontractors, and support personnel.
Decisions drive the long-term success, failure, profitability and growth of this programThe Program Manager shall be responsible for the successful cost, schedule, and performance of the contract and will have the P&L responsibility for the contract.
Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management.
Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
The Program Manager shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
This position will be located at Aberdeen Proving Ground, MD.
A successful candidate will perform as the primary interface for the PEO C3T government technical leads, direct the day-to-day operations of the Program Management Team, monitor and evaluate subcontractor performance, and perform approvals for procurement of required facilities, equipment, supplies, and personnel requests.
Responsibilities:
Establishes strategies for the program execution in collaboration with executive leadership team.
Resolves complex problems and issues faced that require consideration of variables that are cross organizational.
Communications with senior executive leadership regarding matters of strategic importance to the organization.
Develops mid to long-term plans on how to optimize program support and the talent required to execute strategies for the customer mission.
Allocates resources (staffing, facilities, and budgets) on the contractReviews and approves all Estimate To Complete (ETC), Funds and Man-hour Expenditure Report, or other financial reports as appropriateEnsures cross-discipline integration within the contract to meet Government needsWorks with functional staff to provide effective and efficient management of the contractor's effortBasic QualificationsBachelor's Degree in Engineering, Business, Accounting, or other field with at least 15 years of prior relevant experience or a Master's Degree with 13+years in managing Government projects and programs of similar scope and size for systems development, engineering, training, fielding, and/or logistics.
DoD SECRET ClearanceTypically has broader practical experience across multiple professional disciplines within the organization, combining theory, past practical experience and the organizations business practices.
US Army, PEO C3T organization experience and intimacyDemonstrated P&L responsibility of increasing magnitude in prior roles; Seven (12) years of experience as a program manager in managing programs and contracts of greater than $300M with multiple task orders and large scale commercial IT procurement.
Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reportingTwelve (12) years of experience managing large ($300M or more) programs with multiple projects and contractor teams executed under DoD-sponsored (Army preferred) Task Order ContractsTwelve (12) years of experience providing management and oversight of a team with geographically dispersed personnelAt least Twelve (12) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms.
Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Possesses an active Project Management Institute Project Management Professional certificationAbility to cross functionally communicate with government, subcontractor, and internal Leidos stakeholders via direct contact, e-mail, phone cons, briefings, and other written productsAbility to manage cost, schedule, and performance; document program performance in weekly, monthly, and quarterly program briefings to both the government and internal Leidos stakeholders; manage the development of yearly CPAR write-ups for input to the government evaluationExperience supporting a contract or TO responsible for adhering to DOD information security and personnel security practicesExperience implementing supply chain risk managementExperience assisting the customer with organizational change & transformationPreferred QualificationsFormer Military Officer or SES, prior C3T organization support experienceUS Army experience with acquisition and modernization of major program of record weapons systemPay Range:
SDL2017.
Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
